Housing Standards
Eugene Rental Housing Code
As a result of a campaign by the ASUO
and Eugene Citizens for Housing Standards, new minimum standards of
habitability for rental housing were adopted by the City of Eugene and are now
in effect. The new standards and complaint process are as follows:
Standards
· Structural integrity
– structural components must be capable of resisting and supporting loads
· Plumbing – must be safe,
sanitary, and leak free
· Heating – a
permanently installed heat source must provide a living environment temperature
of at least 68 degrees Fahrenheit
· Weatherproofing –
roof, doors, windows must not allow water to leak into the living area and/or
damage structural components
· Security - Doors and
windows leading into a dwelling unit must be equipped with locks and maintained
so as to restrict access into the dwelling unit.
· Smoke Detectors -
Every dwelling unit shall be equipped with an approved and properly functioning
smoke alarm or smoke detector installed and maintained in accordance with the
state building code and rules of the State Fire Marshal.
All dwellings must meet these minimum
standards. A complaint may be filed when these minimum standards are not met.
How to file a complaint:
1. Submit a complaint in writing to landlord or property manager. Keep a copy for
yourself.
2. Allow the landlord or property manager 10 days to respond to the complaint.
3. If there is no response or action taken by the landlord or property manager,
a complaint may be filed with the city.
4. The complaint must include:
a. Name of affected tenant
b. Name of filer (if different)
c. Name of landlord or property manager
d. Address of dwelling
e. Complete description of the violation
f. Copy of written complaint submitted to landlord or property manager
5. Complaints may be filed at Eugene City Hall, or mailed to:
